Юридическое образование и юридическую науку уже невозможно представить без использования новых информационных технологий.Актуальным и перспективным в этом плане представляется создание преподавателями своих сайтов.
Сегодня понятие «сайт» имеет строго определенное правовое содержание.Это «совокупность программ для электронных вычислительных машин и иной информации, содержащейся в информационной системе, доступ к которой обеспечивается посредством информационно-телекоммуникационной сети «Интернет» по доменным именам и (или) по сетевым адресам, позволяющим идентифицировать сайты в сети «Интернет» (п.13 ст.2 Федерального закона № 149-ФЗ от 27 июля 2006 г.«Об информации, информационных технологиях и защите информации»).
Но самое интересное в сайте, конечно, не его технический или юридический аспекты, а его концепция (или ключевая идея) и обусловленное ей содержание (или контент).По данному критерию все известные мне сайты коллег я бы подразделила на два основных вида:
а) сайты персональные (в чистом виде);
б) сайты, посвященные научной специальности.
К персональным относятся, к примеру, сайты доктора юридических наук, профессора МГУ В.А.Томсинова (http://tomsinov.com/) – на мой взгляд, наиболее близкий к идеалу с точки зрения содержания и формы; профессоров А.П.Рыжакова (http://www.rijakov.ru/); А.Ю.Епихина (http://www.epihin.ru/); С.Г.Олькова (http://olkovsg.ucoz.ru/) блоги профессора П.А.Скобликова (http://skoblikov-p.livejournal.com/; http://skoblikov.blogspot.ru/), блог Ю.Ю.Ветютнева (http://vetutnev.livejournal.com/), сайт Р.Г.Мельниченко (http://melnichenko.net/).
К юридическим сайтам коллег, посвященным научной специальности, отнесла бы всего один из известных мне электронных ресурсов (прощу прощения у тех, чьи сайты подобного рода не заметила) – сайт Константина Борисовича Калиновского «Уголовный процесс» (http://kalinovsky-k.narod.ru/), созданный в свое время в формате персонального сайта.
В качестве третьего неосновного вида можно выделить сайты смешанные, т.е.сочетающие в себе признаки двух названных.Именно к этому виду отнесла бы сайт «Восьмёрка» (12.00.08)» (http://nutego.ucoz.com/).Такие сайты имеют характер промежуточных, переходных от персональных к специализированным (хотя, наверное, мыслим и другой вариант развития ресурса, при котором последний остается своего рода виртуальным клубом для друзей, коллег, учеников, сконцентрированных вокруг конкретной личности).
Как бы то ни было, владелец сайта изначально (а чем дальше, тем в еще большей степени) воспринимает свое детище не просто как визитную карточку, средство общения, проекцию своей личности и т.п., но как собственный виртуальный дом – современный и многофункциональный[1].
Какие же функции выполняет учебно-научный сайт преподавателя? Назову лишь главные:
1.познавательную (когнитивную);
2.общения (коммуникативную);
3.
взаимодействия (интерактивную)
4.объединения (интегративную).
При помощи сайта можно довести до сведения заинтересованных лиц только что опубликованную работу, обменяться мнениями о ней в комментариях или в электронных письмах; провести в режиме on-line семинар со студентами, а при желании– интернет-конференцию на форуме, наладить научные контакты с далекими коллегами.И все это – в любое время суток и независимо от места нахождения субъектов интернет-общения.
Ведение «сайтохозяйства» преподавателем, занимающимся научной деятельностью - работа творческая, невозможная по принуждению со стороны кого бы то ни было – в том числе, руководства кафедры, факультета, вуза и т.п.Здесь уместно вспомнить, что согласно п.3 ст.47 Федерального закона № 273-ФЗ от 29 декабря 2012 г.«Об образовании», педагогические работники имеют право (а не обязаны) осуществлять научную, научно-техническую, творческую, исследовательскую деятельность (предполагаю, что многие преподаватели вузов грустно улыбнулись, вспомнив это положение закона).
Что же можно и нужно размещать на таких сайтах? Все, что соответствует целям и задачам образовательной и научной деятельности, способствует выполнению сайтом перечисленных функций, а также не нарушает законодательство и этические нормы.
Пожалуй, проще определить, чего делать не следует.Вот, наверное, основное, что нежелательно на сайтах преподавателей юридических вузов.
«Перегруженность» сайта личной информацией, не имеющей прямого отношения к науке и преподаванию.По моим наблюдениям, преподаватели иногда используют для связи с коллегами и студентами свои страницы в обычных социальных сетях (таких, как «Одноклассники», «ВКонтакте», «Фейсбук»).Вряд ли это лучшее решение.Разумеется, человеческое любопытство никто не отменял, и разбавление контента всякого рода милыми житейскими подробностями способно повысить посещаемость сайта.Но тогда это будет уже не научный и не учебный сайт, да и не всем, кто заходит туда, интересна личная и семейная жизнь преподавателя и ученого.
Излишне детальное освещение профессиональной деятельности владельца сайта.Нужно ли подражать звездам сцены и сообщать поклонникам буквально о каждом своем шаге? Наука как элемент человеческой культуры, к счастью, не является частью культуры массовой, и у людей науки — особая «звездность», не рассчитанная на удовлетворение ожиданий неопределенно широкого круга лиц.Не все, что делает преподаватель и ученый за своим рабочим столом, можно квалифицировать как событие, как творческую удачу.
Всевозможные ошибки (орфографические, грамматические, лексические) и опечатки в текстах, размещенных на веб-страницах.Надо ли убеждать кого-то в том, что это может надолго (если не навсегда) разочаровать посетителей сайта?
Реклама на сайте, несовместимая с его содержанием и предназначением.
Часто это беда, а не вина владельца сайта, поскольку назойливая реклама появляется независимо от его желания, а отключение рекламы — платная услуга.Но что лучше: заплатить не очень большие деньги, получив взамен ничем не оскверненный «участок» виртуального пространства, или сэкономить и постоянно видеть предложения написать диссертацию на заказ, приобрести чудесное средство для похудения и т. п.?
